Updating winsup/maint

[Note: I'm sending this to cyg-dev because most previous discussion of
winsup/maint has occured here. Chris did hint that he thought winsup/maint
was a cygwin-apps topic. If so, perhaps maint should move out of winsup into
the cyg-apps cvs repo?]

There are some upstream updates to the Nordström cvs scripts over at
squid-cache.org. I'd like to volunteer to bring these across to Cygwin.

It would be better to decide first though, whether the scripts are going to
move cross-repo or not.

Also, I've found a few bugs. Robert, do you know the correct procedure for
bug reports on these scripts? Should I email Henrik Nordström directly, or
is there a better forum?
