* times.cc (timezone): revert 'return TZ if set' patch.

                           if minutes == 0 and seconds !=0 (h:0:s).

(tz.StandardDate.wMonth==0)
                           generate no daylight saving parameters.
* smallprint.c (__small_vprintf): Handle 'l' after width argument.
