libcygwin.a as a symbolic link to lib{c,m}.a -- need insight

When we switched from djgpp v1 to v2, we moved a lot of optional
libraries *into* libc.a, and built a bunch of "14 byte" libraries in
case anyone tried to use them.  We get less FAQs now.
